Implementation of autonomous management of indoor air quality for Tainan County in 2010

This project started from July 15, 2010 and ended with December 31, 2010.During the period of this project, the findings and results of the implementation workswere summarized as the followings. The indoor air quality (IAQ) management databank was established with 51 public sites, including 22 sites in category 1 and 29 sites in category 2. In order to implement the IAQ autonomous management system, 200 publicizing gifts were distributed in an explanatory meeting on IAQ autonomous management that was joined by 2010 Tainan County project named “Investigation and control of heavy metal contamination in Southern Taiwan Science Park” on September 10, 2010. In order to implement the IAQ autonomous management system in Tainan County, 16 public sites were selected for the screening of IAQ investigation. The walk-through IAQ detection was conducted by using direct detection apparatus,including CO2, CO, HCHO, total volatile organic compounds (TVOCs), PM10, PM2.5, O3 and temperature. The results showed that the IAQ problems were associated with the levels of CO2, O3, and temperature exceeding the suggested threshold by Taiwan EPA. According to the results of walk-through IAQ detection at 16 screened public sites, 13 public sites were chosen for the detailed IAQ measurement by using Taiwan EPA’s standard methods. The chosen public sites for the detailed IAQ measurement include hospitals, nursing care center, school, education office, kindergarten, trade center, office building, bank, and post office. Besides of 8 previous detected items, the measurements of bacteria, fungi and humidity were involved in the detailed IAQ measurement. The results of the detailed measurement showed that 92% public sites exceeded the suggested IAQ threshold in bacteria, 38% in fungi, and 31% in CO2. For responding future regulation policy regarding IAQ management, the work team has assisted IAQ management persons of 13 investigated public sites to propose their IAQ autonomous management projects. For solving the IAQ problems in public sites, the work team has invited IAQ experts to implement site surveys and provide the improvement suggestions. The examination of improvement measures was followed up, and the effectiveness of improving indoor air quality will be subsequently evaluated through the detailed measurement. For 8 public sites in category 1, the concentrations of indoor air contaminants decreased after IAQ improvement; however, only 6 public sites met Taiwan EPA’s suggested IAQ threshold. For 4 public sites in category 2, the concentrations of indoor air contaminants decreased and met the suggested threshold after IAQ improvement, except Yongkang Land Office of Tainan City. In this project, the foreign references regarding IAQ improvement technology were collected, including Hong Kong, Japan, China, and Finland. The collected domestic references of IAQ improvement technology include heat exchange system,TVOCs removal by using diatom, bio-aerosol removal by using zeolite, and UV light disinfection. Based on 250 IAQ contamination cases reported in the recent 3years, the contamination source and the suggested improvement technology were summarized and analyzed. Business stores and trade market are the most common public sites with IAQ contamination, such as restaurant. The popular IAQ problem is a high CO2 level due to insufficient ventilation in most public sites. The announcing meeting of project finding was held on December 17, 2010. The delegates from 21 public sites involving in 2009 project and 13 public sites involving in 2010 project were invited to participate the meeting for realizing the IAQ problems and the solution schemes. In order to advertise the project result and finding, the work team has announced 1 environmental news on the newspapers and published 1 scientific article at the 2010 Indoor Environment Health Conference.
